I learned something from this post. I wasn't aware that citizens were allowed to bring suit for damages against the military or governmental agencies without permission of those agencies. As far the award goes the 1/2 mill he's left with after lawyer's fees, will get used up quickly paying for full time care and daily living accommodations.

The case was tried in a civil court but the award had to be OK'd by the Department of Justice.
