I've looked at inexpensive smart watches. One that I looked at said that it was able to take blood pressure, and also blood oxygen percentage. They've removed that claim.
Blood pressure is probably way too difficult to accurately record - and it could vary depending on the tightness of the band. Sometimes they try to put way too much into a sub-$50 'smartwatch.'
 
It probably varies, even if you're on the couch watching TV. (For example, if you're watching a rerun of Green Acres, it may go up if you laugh; if you're watching an action movie, it may go up during an action scene; if you're watching The Brady Bunch, it may drop precipitously).
