free doctor rating site?

I have a dear friend who must have throat surgery, possibly cancer. She's been referred to a surgeon she's not sure of and she explored but couldn't find a free site to rate her surgeon. I know VR members sometimes search out their dr's credentials and ratings, but the one she found wants to charge and she doesn't want to pay. Anybody know how to do it for free?

The credentials of this dr sound really fine, but his actual ratings as a surgeon and the surgery she needs were not there. At least not without paying a fee.
